China's Energy Structure Moving towards Clean and Low Carbon during the 13th Five Year Plan

In recent years, China has made initial achievements in promoting energy transformation. According to data from the National Energy Administration, during the 12th Five Year Plan period, China ensured a 7.8% growth rate of the national economy with an average annual energy growth rate of 3.6%, resulting in a cumulative decrease of 18.2% in energy consumption per unit of GDP. In terms of energy structure, the installed capacity of hydropower, nuclear power, wind power, and solar power increased by 1.4 times, 2.6 times, 4 times, and 168 times respectively, driving an increase of 2.6 percentage points in the proportion of non fossil energy consumption.
However, at the same time, there are still bottlenecks in the construction of a clean and low-carbon energy system. Nur Bakli, Director of the National Energy Administration, previously introduced that during the 13th Five Year Plan period, the installed scale of hydropower, wind power, and photovoltaic power generation will further expand, and the consumption of renewable energy will face pressure. At the same time, the task of clean substitution for terminal energy consumption is arduous. Natural gas substitution is constrained by institutional factors such as prices and gas transmission networks, while electricity substitution is also constrained by factors such as cost, infrastructure, and key technologies.
The outline of the 13th Five Year Plan proposes to promote the optimization and upgrading of energy structure. The planning outline is clear, continuing to promote the development of wind and photovoltaic power generation, and actively supporting photothermal power generation. Focusing on the coastal nuclear power belt, we will safely build independent nuclear power demonstration projects and projects. Accelerate the development of biomass and geothermal energy, and actively develop coastal tidal energy resources. Optimize the construction of a national comprehensive energy base and vigorously promote the clean and efficient utilization of coal.
The information disclosed at the 2016 National Energy Work Conference shows that during the 13th Five Year Plan period, there will be various measures to build a clean and low-carbon energy system:
——Adhere to system optimization and improve the level of coordinated energy development. Combining the implementation of regional strategies, optimize the layout of high energy consuming industries and energy development, increase the proportion of energy consumption in the western region, accelerate the transfer of high energy consuming industries in the eastern and central regions, and reduce dependence on long-distance energy transportation. At the same time, we need to promote the coordinated development and complementary utilization of energy, and significantly reduce the occurrence of water, wind, light, and electricity restrictions.
——Adhere to green and low-carbon policies, and promote the revolution in energy consumption. The large-scale, unreasonable, and extensive utilization of coal is one of the important reasons affecting the ecological environment. We need to implement dual controls on the total amount and intensity of energy consumption, strictly control coal consumption, promote the reduction and substitution of coal in key areas, accelerate the transformation of energy use in key areas, and increase the proportion of natural gas and non fossil energy consumption.

Focusing on optimizing China's energy supply structure and vigorously increasing the proportion of clean energy supply. Adhere to the drive of innovation and promote the revolution of energy technology. Focusing on technologies that promote significant changes in energy, accumulating advantageous forces, deploying ahead of time to increase scientific and technological breakthroughs, and improving independent innovation capabilities.
